The Workload Agreement was signed in January 2003 and introduced certain changes with the aim of raising standards and tackling teachers workload.

The agreement was introduced in different phases. These were:

Phase 1 of the agreement requiring implementation from September 2003

• No teacher routinely required to undertake clerical and administrative tasks
